Matt Billingslea is the Senior Vice President of Civil Engineering and is a member of the PEC Leadership Team. In this role, he oversees the development and growth of several divisions including transportation, civil municipal, water resources, and landscape architecture. Matt brings extensive experience in site investigation and design, master planning, and project management. He has been serving PEC and our communities since 2011.

Josh Golka is the Vice President of Site Civil Engineering, Landscape Architecture, and Water Resources and is a member of the PEC Leadership Team. He provides leadership to the site civil group through mentoring and providing design expertise, plan, and specification development. Josh has extensive experience in city infrastructure and site civil development projects. He reviews designs through various lenses of local requirements to ensure projects meet the expectations of clients. He has been serving PEC and our communities since 2007.

Kelly Farlow is the Vice President of Transportation Engineering and is a member of the PEC Leadership Team. As VP and a Senior Project Manager, she is responsible for leading teams responsible for heavy highway projects including the design and plan development of road, highway, and bridge projects. Kelly brings years of experience in project management, geometric design of highways and interchanges, maintenance of traffic and traffic control, roadside safety, and road drainage design. She has been serving PEC and our communities since 2015.

Jason Fundis is the Vice President of Municipal Transportation and Community Planning & Development. He oversees and manages multiple planning and municipal transportation teams for projects of all sizes. With his extensive experience, Jason is well-versed in city infrastructure design including local roadways, drainage analysis, and intersection geometrical design.  He has been serving PEC and our communities since 2009.

Mike Kelsey is Vice President of Civil Municipal and Water/Wastewater Engineering and is a member of the PEC Board of Directors. With more than 33 years of experience, he oversees the strategy and growth of the governmental market including municipal and state projects.  Mike brings technical expertise on projects relating to sanitary sewer collection, drainage systems, and water distribution systems. He has been serving PEC and our communities since 1991.
