Kelly Farlow is the Vice President of Transportation Engineering. As VP and a Senior Project Manager, she is responsible for leading teams responsible for heavy highway projects including the design and plan development of road, highway, and bridge projects. Kelly brings years of experience in project management, geometric design of highways and interchanges, maintenance of traffic and traffic control, roadside safety, and road drainage design. She has been serving PEC and our communities since 2015.

Jason Fundis is the Vice President of Municipal Transportation and Community Planning & Development. He oversees and manages multiple planning and municipal transportation teams for projects of all sizes. With his extensive experience, Jason is well-versed in city infrastructure design including local roadways, drainage analysis, and intersection geometrical design. He has been serving PEC and our communities since 2009.

Luke is PEC’s subject matter expert on 3D modeling and visualization. He transforms how infrastructure projects are presented by changing technical designs into immersive models that support decision making and public engagement. Luke delivers 3D visuals that impress stakeholders while staying true to the practical demands of engineering and construction. He has been serving PEC and our communities since 2021.

Kristen is PEC’s subject matter expert on infrastructure funding. She works closely with project managers, client service managers, and clients to identify the best fit state or federal funding program for priority infrastructure projects. To date, Kristen and her team have secured $30 million for our clients’ planning and capital improvement projects. Her expertise is in local government transportation projects and state and federal funding programs in Kansas. She has been serving PEC and our communities since 2020.
