Mike Kelsey is Vice President of Civil Municipal and Water/Wastewater Engineering and is a member of the PEC Board of Directors. With more than 33 years of experience, he oversees the strategy and growth of the governmental market including municipal and state projects.  Mike brings technical expertise on projects relating to sanitary sewer collection, drainage systems, and water distribution systems. He has been serving PEC and our communities since 1991.
