Ellington Field in Houston, Texas, has a unique heritage that mirrors the course of 20th century American military history. It has been home to a Wright Brothers era-aircraft, and NASA. The base was recently divided into a military portion and a new 600-acre industrial development adjacent to the airfield.

The industrial site is owned by the Houston Airport. PEC provided master planning services to accommodate the significant industrial development and incubator space for startups. The site is also served by rail to the Port of Houston, and the master plan took advantage of that feature.

The master planning efforts included:

  • Natural gas distribution
  • Traffic impact studies
  • Carbon credit evaluation
