Joe has a proven track record of driving growth for the company and its employees with a customer-focused approach. He has been serving PEC and our communities since 1991.

Tracy Dible is the Chief Operating Officer and is a member of the PEC Board of Directors. In his COO role, he is responsible for managing overall design production, quality control, and client experience, as well as our team of multidiscipline technical staff. From design to management, Tracy offers a hands-on approach throughout the project process to ensure quality management and technical innovation. He has been serving PEC and our communities since 2007.

He specializes in problem solving and delivering innovative solutions that meet clients’ needs, and the ability to work with people. Burt has been serving PEC and our communities since 2023.

As VP and a Senior Project Manager, she is responsible for leading teams responsible for heavy highway projects including the design and plan development of road, highway, and bridge projects. Kelly brings years of experience in project management, geometric design of highways and interchanges, maintenance of traffic and traffic control, roadside safety, and road drainage design. She has been serving PEC and our communities since 2015.

Corey channels his experience as a mechanical engineer to lead teams to perform energy assessments, identify energy conservation measures, and explore cutting-edge technologies and cost-effective implementation strategies.
