PEC Announces Planned CEO Transition; Matt Billingslea Named Next President and Chief Executive Officer

WICHITA, Kansas — August 24, 2026 — Professional Engineering Consultants (PEC) today announced that President/Chief Executive Officer Joe Surmeier plans to retire following a distinguished 35-year career with the company. As part of the company’s long-term leadership succession plan, the Board of Directors has elected Matt Billingslea to serve as PEC’s next President and Chief Executive Officer, effective August 31, 2026.

After seven years as President/CEO and more than 35 years with PEC, Surmeier will transition from his role while continuing to serve as Chairman of the Board. He will work closely with Billingslea throughout the transition period, supporting a seamless leadership handoff and continued momentum for the company.

Billingslea’s appointment reflects PEC’s focus on continuity, stability, and long-term growth as the company builds on its strong foundation for the future.

“This transition reflects years of thoughtful planning and a shared commitment to PEC’s future,” said Surmeier. “Matt is an exceptional leader who understands our business, our culture, and the responsibility we have to our employees, clients, and communities. I have tremendous confidence in his ability to lead PEC into its next chapter.”

Billingslea brings more than 25 years of industry experience and has served in senior leadership roles that have helped shape the company’s strategic direction, operational excellence, and client success. Throughout his career at PEC, he has earned the trust of colleagues and clients alike through a leadership approach grounded in collaboration, accountability, and service.

“I am honored by the confidence the Board has placed in me,” said Billingslea. “PEC has built an incredible legacy through the dedication of our people and the trust of our clients. I am excited to build on that foundation while continuing to invest in our employees, strengthen client relationships, and pursue opportunities that support our long-term success.”

Board representatives emphasized that the leadership transition reflects the company’s commitment to stability, continuity, and thoughtful succession planning.

“Matt’s appointment reflects the Board’s confidence in his leadership, vision, and commitment to PEC’s values. Matt has our support in his new role, and we look forward to what we’ll accomplish together,” said Tracy Dible, Chief Operations Officer.

PEC remains committed to its strategic priorities, values, and long-term vision.
